Intent) describes intent for the Legacy District. Pages 248 & 252 provide overall maps and notes the character of the areas. Page 249 ("E. How to Use the Code") identifies projects into two sections based upon the degree of impacts proposed, either Redevelopment ("those projects involving improvements greater than 50% of the property's market value") or Heritage (those projects involving improvements less than 50% of the property's market value"). There is an opportunity for commercial & mixed use if it is Heritage, but not if it's Redevelopment. It depends how much improvements would be proposed. At minimum it needs to meet code.
